A community-based study of organizational and policy making barriers to improving Tehran municipality services in the field of health for people with disabilities

Abstract
Introduction: Until now, most of the studies in the field of people with disabilities, have been limited to the issue of accessibility modifications of places and passages. Considering the importance of health for people with disabilities, this article studies the services of urban and local institutions in this field.

Method: According to the community-oriented and stakeholder-oriented approach of this research, its research method is based on a qualitative approach and the method of data collection is in-depth interviews with the stakeholders of this field.

Findings: On the one hand, the findings of the research indicated the problems of providing services of Tehran municipality in the field of health of people with disabilities; Problems such as ambiguity in the definition, low participation, lack of information, limiting programs to clients. On the other hand, from the findings of the research, obstacles were extracted that prevent the improvement of health services both organizationally and in policy making.

Conclusion: Community-based and stakeholder-based studies are important because they can be used to provide suggestions for improvement in addition to identifying problems. Tehran Municipality, as the most benefiting urban organization in Iran, and as the most complex urban institution adorned with all kinds of institutional, network, regional, and sub-organizational appendages, continues to suffer from various types of policy-making and management inefficiencies in providing services to people with disabilities. Therefore, the outputs of this article can help Tehran Municipality to reduce those inefficiencies to some extent.
