In the past four decades, Iran's Population policies have changed from "decrease births" to "increase fertility". The society accepted the population reduction policy in Iran's first development program, but the population increase policy in the sixth development program was not implemented. The population of Iran, which is facing both the "reduction of the fertility rate below the replacement level" and "population aging"; It is in a conflicting situation.
In this research with "comparative study of the communication policies of Iran's development programs on population"; we examined the communication policies of the development programs and their population policies. Then we looked for the communication policies of the development programs on the issue of population to find out what measures have been taken by the development programers to inform and accompany the public opinion with these programs, especially on the issue of population policies?
The findings of this research show that the communication policies of Iran's development programs have been promoted towards the paradigm of empowerment and collaborative communication. Investigating the communication policy of the first and sixth development programs based on Majid Tehranian's theory; also showed that both programs include all three approaches of this theory. But none of them were sampled due to two different population policies, "population reduction" and "increasing fertility"; There is no provision for people's awareness of these policies and they lack a communication policy on the issue of population. Of course, the two population laws approved under the first and sixth development programs have communication policy.
