Providing a content publishing framework for Telewebion

Abstract
One of the most important issues of content distributors related to media organizations such as TW is the content publishing processes; As a rule, in order to regulate such content distribution, frameworks should be determined. This article seeks to answer what is this general framework? To answer the problem, we used the Delphi qualitative decision method; In this process, after conducting three Delphi rounds, 31 semi structured interviews were conducted in the first Delphi phase, 27 participations in the Delphi questionnaire in the second Delphi phase, and 18 participations in the Delphi questionnaire in the third phase. Finally, we reached the research findings with a consensus percentage of 75. According to the findings, technical requirements are considered one of the most important elements for publishing content on TW, and this principle will make sense along with the use of tools based on artificial intelligence .Also, paying attention to the culture and taste of users is one of the essential requirements of publication. In order to partially cover its costs, TW must reach financial efficiency. Although it should maintain some kind of public service mission for itself. Also, producing exclusive content in popular genres and paying attention to user-generated content aims to attract and engage the audience; Therefore, Tw should take a new approach in publishing content and change from the unscheduled publication of the archives and works of the Islamic Republic of Iran Broadcasting to a professional and intelligent browser of the works of the IRIB.
