Crisis communications and local media: Framing the flood news of 1400

Abstract
انسان‌ها در زیست‌بوم‌های فرهنگی گوناگونی زندگی می‌کنند که موجب تجربه کردن شرایط متفاوت و داشتن نیازهای متفاوت است. حوادث طبیعی، در بوم‌های مختلف رخ داده و نحوه ارتباط با مردم درباره آن در مدیریت بحران‌ها نقش مهمی دارد. رسانه‌های محلی می‌توانند اطلاعات مورد نیاز بوم‌ها را ارائه دهند و بنابراین نحوه برساخت آنان از بحران بر درک مردم اثرگذار است. پرسش پژوهش این است که شبکه استانی کرمان به عنوان یک رسانه‌های محلی چگونه اخبار سیل سال 1400 را چارچوب‌بندی کرده است؟. این پژوهش از روش کیفی تحلیل محتوا استفاده و نحوه چارچوب‌بندی اخبار سیل 27 دی 1400 مناطق جنوبی کرمان را در پیش، حین و پس از بحران مطالعه کرده است. یافته‌های پژوهش نشان می‌دهد نگاه به سیل سازه‌محور است که موجب می‌شود مدیریت غیرسازه‌ای سیلاب نیز در راستای تفکر سازه‌محور پی گرفته شود. در پیش از بحران سیل، علت وقوع آن با دلایل طبیعی چارچوب‌بندی می‌شود. در حین بحران نیز، علل انسانی بروز سیل، «دیگری» است که از حکمرانی و از مردم پایین‌دست جدا می‌شود. راهکارهای جبران خسارت نیز مادی و سازه‌محور است. در پس از بحران نیز، راهبرد بازسازی و تقویت مورد چارچوب‌بندی قرار گرفت و راهکارهای کاهش خسارات سیلاب، سازه‌ای بیان شد. یافته‌ها حاکی از آن است که اخبار استانی با وجود فعال بودن در پیش، حین و پس از بحران، منفعل در خلق گزارش‌های خلاقانه و ارائه چارچوب‌هایی است که در صحبت مسئولان و مردم وجود ندارد و تنها بازنشردهنده چارچوب‌های بیان‌شده به‌وسیله آنان محسوب می‌شود.
