تأملی بر اهداف و برنامه‌های توانمندسازی کارآفرینانۀ زنان در کشور مالزی

چکیده
زنان به‌عنوان نیمی از جمعیت جهان، نقش مهمی در توسعه جوامع مختلف دارند. بنابراین رفع مسائل و مشکلات زنان، به‌ویژه پرداختن به موضوع توانمندسازی آنان که تلاشی برای ارتقای سطح اقتصادی، فرهنگی و اجتماعی‌شان می‌باشد، بسیار حائز اهمیت است. در همین راستا، نگاه به مجموعه‌‌ای از تجربیات جهانی نشان می‌دهد که می‌توان از کارآفرینی به‌عنوان راهکاری برای توانمندسازی و بهبود وضعیت زنان بهره بُرد. پژوهش حاضر بر همین اساس، به دنبال آن بوده است تا با انجام یک مطالة اسنادی و با حرکت از رویکردی توصیفی-تحلیلی، به بررسی تجربیات کشور مالزی در حوزة توانمندسازی زنان بپردازد. در پایان، پس از بررسی و تحلیل تجربیات این کشور بر پایة تکنیک تحلیل مضمون، درس‌آموخته‌های آن طبقه‌بندی و برای هر مقوله نیز مصادیقی ذکر گردیده است؛ که از جملة این موارد می‌توان به پیگیری برنامه‌های برابری جنسیتی؛ حمایت از زنان شاغل؛ توجه به زنان در تصمیم‌گیری‌های سیاسی و دولتی؛ توجه به تأمین مالی فعالیت‌های تجاری زنان؛ آموزش، راهنمایی و ارزیابی اشاره داشت.

چکیده English

Women, as half of the world's population, play an important role in the development of different societies. Therefore, solving women's issues and problems is very important; In particular, addressing the issue of their empowerment, which is an effort to improve their economic, cultural and social status. In this regard, looking at a set of global experiences shows that innovation and social entrepreneurship can be used as strategies to empower and improve the situation of women. Accordingly, the present study seeks to examine the experiences of Malaysia in the field of women's empowerment by using innovation and social entrepreneurship models by conducting a documentary study and moving from a descriptive-analytical approach. In the end, after reviewing and analyzing the experiences of this country based on the content analysis technique, the lessons learned are classified and examples are mentioned for each category; Including gender equality programs; Support for working women; Attention to women in political and governmental decisions; Paying attention to financing women's business activities; Training, guidance and evaluation.
