The present study aims to analyze media policy-making in response to digital content based on fifth-generation (5G) internet technologies. This research is grounded in a pragmatic philosophical paradigm and follows an inductive-deductive approach. It is categorized as applied-developmental in terms of purpose, and as survey-cross-sectional regarding data collection. An exploratory mixed-methods design was adopted to achieve the research objectives. The qualitative sample included media management scholars and senior officials from the Supreme Council of Cyberspace, while the quantitative population consisted of media professionals across the country. Data were collected through semi-structured interviews and a researcher-made questionnaire. Qualitative data were analyzed using grounded theory methodology with Maxqda software, and quantitative data were processed through Importance–Performance Analysis (IPA) using SPSS.
Based on the proposed research model, causal conditions (managerial, legal, knowledge-based, and cultural factors) influence the core phenomenon (national media policy-making). The core phenomenon, along with contextual conditions (5G internet) and intervening conditions (national media’s social responsibility), affects strategies and actions (interaction with new media). Ultimately, these dynamics lead to the outcome variable (digital audio-visual content in cyberspace). Moreover, the IPA results revealed that key constructs—managerial, legal, and cultural factors, interaction with new media, national media policy-making, 5G internet, national media’s social responsibility, and digital audio-visual content—are situated in the low-performance zone, indicating a significant gap between current states and desired benchmarks.
