In these situations, upper layers of the structure will attempt to draw the attentions of the lower layers by using their more pliable policies (soft power) instead of appealing to the authoritarian approaches, thus to guarantee the accomplishment of their policies. The experiences of September 11 events and then the inefficiency of the “hard power” followed by the incapability of the “soft power” to resolve the problems and achieve the goals, revealed a subtle necessity for conjunction of the two aforementioned powers. Henceforth, a new theory called “intelligent power” was proposed in which the military force as a definitive prerequisite, not essence to impact, was questioned. On the other side, by virtue of the informational revolution, the present age has changed organizational and political structures. Revolution of information in the modern era has reshaped the political and organizational structures, rather than sticking to the traditional top-to-bottom hierarchies. Dynamism of the public opinions and its conformation, and the legitimating of an objective with a specific strategy define the primary concern and function of the “intelligent power” which can be executed via the media, considering its impressive influence. By using a descriptive-analytical approach and by studying of the “ISIS” activity history in the Middle East’s political arena and by analyzing the contents of this group’s media, this article attempts to examine and explore the hypothesis of their efficient use of the media towards demonstrating their intelligent power, with the aim of justifying their violent actions and ushering the Arab world’s public opinions.}, keywords = {Media,ISIS,Intelligent Power,Takfiri groups}, title_fa = {رسانه، آوردگاه قدرت هوشمند داعش}, abstract_fa = {مطالعات جامعه‌شناسی سیاسی نشان از آن دارد که افراد نسبت به گذشته در برابر ساختارهای اقتدارگرا که با توسل به زور(قدرت سخت) از آن‌ها انجام کاری را بخواهند، منعطف نیستند و فرمان‌های این ساختارها را محترم نمی‌شمارند. در چنین شرایطی می‌توان گفت لایه‌های بالادست یک ساختار به‌جای توسل به رویه اقتدارگرایانه، با سیاست‌های نرم‌‌افزاری خود (قدرت نرم) می‌کوشند اذهان و قلوب لایه‌های پایین‌دست جامعه را به دست آورند و به این طریق، تحقق سیاست‌های خود را تضمین کنند. تجربیات ناشی از حوادث یازده سپتامبر2001 و ناکارآمدی «قدرت سخت» و به دنبال آن ناکارآمدی «قدرت نرم» برای حل مشکلات و رسیدن به اهداف، ضرورت تلفیق زیرکانه این دو قدرت را عیان ساخت. بدین‌سان، نظریه‌ای جدید به نام «قدرت هوشمند» مطرح شد که طی آن، قدرت نظامی به‌مثابه یک پیش‌نیاز قطعی- نه اساس آن- جهت اثرگذاری، زیر سؤال رفت. از سوی دیگر، در اثر انقلاب اطلاعات فضای عصر حاضر تغییر کرده و سلسله مراتب‌های سازمانی قدیم جای خود را به شبکه‌های سیال داده است. انقلاب اطلاعات در دوران مدرنیته، ساختارهای سیاست و سازمانی را تغییر داده و چینش سلسله مراتب همانند گذشته از بالا به پایین نیست، بلکه پیروان یک ایده سیاسی، آنگاه که مطالبات خویش را در حال تحقق مشاهده کنند، خود را شریک در این راه می‌دانند. دینامیزم افکار عمومی و شکل‌دهی بدان و مشروعیت سازی یک هدف با استراتژی مشخص، دغدغه و کارکرد اصلی قدرت هوشمند است، که با توجه به تأثیر شگفت فضای رسانه، می‌تواند از این طریق اِعمال گردد. این نوشتار با بهره‌گیری از روش توصیفی-تحلیلی و بررسی تاریخچه فعالیت گروه «داعش» در صحنه سیاسی خاورمیانه و نیز تحلیل محتوای رسانه‌های این گروه، بر آن است تا فرضیه توانمندی آنان در استفاده مؤثر از فضای رسانه‌ای جهت اِبراز قدرت هوشمند خود با هدف موجه جلوه دادن اقدامات خشونت‌بار و همراه ساختن افکار عمومی دنیای عرب را مورد آزمون و واکاوی قرار دهد.}, keywords_fa = {رسانه,داعش,قدرت هوشمند,گروه‌های تکفیری}, url = {https://www.jscm.ir/article_58022.html}, eprint = {https://www.jscm.ir/article_58022_e6b7b391bd9c337625e3c77dac4650f7.pdf} }
